It is probably a combination of those, but the third possibility is that the GDP figure is just plain wrong, unintentionally or intentionally. The country needs to learn to live with a new, dangerous endemic disease, something for which there is no real blueprint that it can borrow from elsewhere, and it needs to catch up in addressing the many chronic public health issues that have troubled the Philippines since long before the appearance of Covid-19 — malnutrition, HIV and AIDS, tuberculosis, the epidemic of lifestyle diseases such as diabetes and cardiovascular disease, the perennial dengue fever epidemic. President Marcos' justification for this, which was to cover for that official's reluctance to jeopardize her civil service employment status (which more than anything identifies her as a manager), was that a DoH secretary could be appointed "once the public health emergency is over." Chalk up the Philippines' relative success in terms of the human toll of the pandemic to the population's survival instincts and the efforts of many good local government leaders, but now we have reached a point where those attributes probably will not be enough. The President's ill-advised decision to designate himself Agriculture secretary — a job that he has neither the time nor the skills to do properly — has left this all-important department in caretaker mode, simply reacting (and ineffectively more often than not) to immediate crises rather than being able to pursue any sort of organized, results-oriented policy. It is so fascinating to see the continuous evolution of the Filipino terno, as it finds relevance in this now very globalized world. It is interesting to note that even during pre-colonial times, the dress of the inhabitants of the Philippine islands were not uniquely "Filipino" in the sense that it had exclusively ethnic roots. and Slims Legacy, written by Gino Gonzales and Mark Lewis Higgins, the authors chronicle the roots and evolution of the terno dress from the 1860s when studio photography was already flourishing in the Philippines.
